This tournament has been sanctioned by the CHA and only CHA registered teams will be allowed in the tournament. Exceptions will be made for US teams which must be registered members of the USAH. Only players registered with the teams and players affiliated in accordance with CHA regulations may participate. Player registration cards or registration forms must be available on request, even though copies are in possession with the tournament committee. All teams must have been registered with the CHA or USAH prior to January 10, 2010.
All games will utilize registered Hockey Calgary (HC) game officials.
Note: Throat protectors and mouthguards are mandatory in HC play and are mandatory for this tournament, except as per the HC exemptions outlined in items 10 (d) and 10 (e) below. There will be no body-checking in the Atom division of this tournament. In accordance with the CHA, the red line is NOT in effect for offside (i.e. there will be no red line offsides).
The following rules are specific to this tournament:
1. Round-robin games will be 1.5 hours long and will consist of two 15-minute stop time periods and one 20-minute stop time period. If game ends in a tie, NO overtime will be played. There will be a flood every two periods during round-robin play.
2. Any team unable to commence play 10 minutes after the scheduled starting time will forfeit the game. The opposing team will be awarded a 6-0 win.
3. In all games, a “Mercy Rule” will apply in the third period only. If a team has a 6 or more goal lead at any time in the third period, the clock will switch to running time. If the losing team decreases the goal differential to 5 goals, the clock will revert back to stop time. For the purpose of the plus-minus calculation in the tie-breaking procedures, a maximum of a 6 goal differential will be used. If the final score of any game has greater than a 6 goal differential, the winning team’s GOALS FOR and the losing team’s GOALS AGAINST will both be reduced to arrive at a differential of 6 goals.
4. Semi-final playoff games will be the same as the round-robin games except that if a tie exists, overtime will decide the winner. In the event of overtime, there will be no flood in between the 3rd period and the overtime period, but the teams will be allowed a three (3) minute break during which they are NOT to leave the playing surface. See “Overtime Procedure”.
5. Championship playoff games will consist of one 15-minute stop time period and two 20-minute stop time periods. In the Championship games, a break will be taken between the 2nd and 3rd periods while the ice is flooded. In the event of overtime, the teams will be allowed a three (3) minute break during which they are NOT to leave the playing surface.
6. Any player who receives a MATCH penalty (e.g. intent to injure) may be suspended for the remainder of the tournament pending a review by the Tournament Committee. All MATCH penalties will carry additional game suspensions which will be determined by the Tournament Committee following CHA and HC guidelines. There will be NO appeals of Tournament Committee decisions. Any MATCH penalty on an official will result in immediate suspension from the Tournament with NO exceptions or appeals.
7. Any team official who receives a Misconduct penalty will be suspended for the balance of the game and his team may be assessed a 2-minute minor penalty, to be served by a player on the ice at that time. The team official will be required to leave the arena his team is in and shall not re-enter the arena within three hours of the game being completed.
8. Any player who receives a MAJOR penalty, a GAME MISCONDUCT penalty, or MAJOR CHECKING FROM BEHIND penalty shall be suspended from further play in the tournament until his/her conduct has been reviewed by the Tournament Committee prior to their next game. Players receiving a 2-minute CHECKING FROM BEHIND penalty (with the associated game misconduct) will be suspended for the current game and the next tournament game in accordance with HC guidelines. If a player receives a second 2-minute CHECKING FROM BEHIND penalty during the tournament, he will be suspended for a minimum of two additional tournament games; the ultimate suspension to be determined by the Tournament Committee.
9. Any team official (e.g. coach, manager, trainer) who fails to maintain adequate control over their team, on or off the ice, may face disciplinary action, including expulsion from the tournament.
10. Mouth Guards
(a) The use of a colored (preferred) mouth guard is mandatory (excluding Timbits) for all players (including goaltenders) in all categories of hockey operating under the jurisdiction of Hockey Calgary. The term mouth guard is defined as a device, commercially manufactured for the purpose of protecting a player’s mouth, teeth and as an aid in reducing the effect of trauma causing concussion. The mouth guard must be worn during all games and practices.
(b) Failure to wear a mouth guard will result in a Minor penalty and game ejection until such time as the player can provide physical proof of having his/her own mouth guard. When a player on the ice wears his mouth guard improperly at any time during play in a game, he/she may be assessed a Misconduct Penalty. A second offence by a player will result in a (1) one game suspension to the offender and sanctions against the player’s coach as deemed fit by his/her governing body. Repeated team violations of this rule will be met by stern consequences as cited by the governing body.
(c) Any officer of Hockey Calgary, AA Council, Female Council, Rec Hockey, Community Hockey or High School Hockey member or assigned game official is empowered to have a player removed from the playing area of the rink until such time as the offenders mouth guard is produced. Any mouth guard infractions must be reported to the League Chairperson/Coordinator ASAP who will keep a record of occurrences and apprise the President of same.
(d) A player may be allowed to participate in a Hockey Calgary sanctioned game without the use of a mouth guard provided they have received written permission from their family dentist and/or orthodontist stating that a mouth guard may not be worn. This written permission must be kept on file with the hockey team and should the on ice official ask to see it, the permission form must be presented before the player will be allowed to participate on ice.
(e) Teams from outside Calgary who are not required to wear mouth guards in their home Association are exempt from wearing them while playing in Tournament games that have been sanctioned by Hockey Calgary.
11. Any protests must be made known verbally to the Tournament Committee within 15 minutes after the game in question has ended. A written account of the protest must be submitted to the Tournament Committee within one (1) hour of the completion of the game. The Tournament Committee will act on the written account of the protest and will rule as soon as it believes all of the facts are available.
12. DECISIONS OF THE TOURNAMENT COMMITTEE ARE FINAL.
Pee Wee FORMAT
PeeWee players must be 12 years of age or younger as at December 31, 2009.
The Pee Wee tournament will consist of 9 teams in total.
Each pool will play a round-robin format, playing a total of 4 games in the round robin. Two (2) points will be awarded for a win, one (1) point for a tie, and zero (0) points for a loss.
The top 8 teams will advance to the playoff round. Teams ranking 1-4 will advance to the Challenge Cup “A” pool elimination playoff and teams 5-8 will advance to the Pat Laughton Cup “B” pool elimination playoff.
Atom FORMAT
Atom players must be 10 years of age or younger as at December 31, 2009.
The Atom tournament will consist of 4 teams in each of the four pools (total of 16 teams).
Each pool will play a round-robin format with each team playing the other teams in its pool (3 games). Two (2) points will be awarded for a win, one (1) point for a tie, and zero (0) points for a loss.
The first and second place teams from each pool will advance to the Challenge Cup “A” pool elimination playoff and the third and fourth place teams from each pool to the Pat Laughton Cup “B” pool elimination playoff.
TIE-BREAKER ROUND - ROBIN PLAY
In the event of a tie in the standings between two or more teams after the completion of the round robin, the team placing shall be determined as follows:
In the case of a tie in the standings between 2 teams in a pool at the conclusion of the round robin, the pool standings will be determined as follows:
1. the winner of the game between the two tied teams if they played one another, or
2. if that game ended in a tie, the team with the better record of goals for and against (goals for divided by goals against - highest fraction wins) (Note that a maximum six-goal differential in any one game will apply) or
3. if again there is a tie, the team that scores the first goal in a game between the two tied teams
4. In the event of a tie in the standings between three (or more) teams, pool standings will be determined by:
5. the best records of goals for and against as per (2) above, and
6. if a tie still exists, then the team with the fewest penalty minutes assessed in the round robin.
7. If all else fails, the tie will be broken by a coin toss.
PLAYOFFS – OVERTIME PROCEDURE (ATOM & PEE WEE)
The playoffs are single elimination knockout.
If a game is tied after three periods have been played (regulation time), the tie will be broken by “sudden death” overtime (the clock will be set for 20 minutes). Each team will play with three skaters and a goaltender. Existing penalty time will carry over from regulation time. If a penalty is assessed during overtime, the penalized team will play a man short for the duration of the penalty. If both teams are assessed penalties (coincidental), the offending players will serve their time but both teams will continue to play with three skaters and a goaltender.
Substitutions can be made at any time during any of the overtime periods. Teams can play their players at their own discretion. The goaltenders can be substituted for a skater at any time.
